This position is highly specialized in managing and providing oversight in the business and finance functions of the College of Health Sciences. Decisions made in this position will have a significant impact on the unit and University. This position reports to the College of Health Sciences Dean.
This position manages the business and finance processes for the College of Health Sciences (CHS). It has been designed to work with and provide counsel to all departments within CHS in business and finance related matters and will collaborate with other CHS Business Administrators as needed.
The anticipated start date for the position will be November 1, 2019.
Provides oversight and participates in complex projects and long range planning for CHS departments; develops and implements some department administrative policies and procedure, interprets university and CHS business and finance policies and procedures for the department faculty and staff as needed.
Responsible for management of financial analysis, forecasting, accounting/budget functions relative to financial management, budget, costs controls, planning and accounting [including central, general, restricted accounts and financial procedural change.
Coordinates with all levels of financial management in CHS, to gather, analyze, summarize and prepare recommendations regarding financial plans, acquisition activity, trended future requirements, operating forecasts and similar complex financial matters.
Coordinates, negotiates and resolves financial compliance issues with various university offices to ensure accurate interpretation.
In collaboration with CHS Directors, directs control of the approved budget, including collection, custody, disbursement, accounting and auditing of all funds.
Coordinates with university auditors to develop and improve processes, policies and procedures that pertain to compliance.
Provides advice and interpretation on all levels of financial activity and strategic planning to the Dean and Directors, and Leadership Teams.
Provides Dean, Directors, and leadership Teams with periodic overviews of the financial condition of accounts and provides counsel on optimal uses of financial resources for strategic planning and management decisions.
In conjunction with the University’s policies and procedures, responsible for identifying, developing, documenting and implementing accounting policies and internal financial controls including appropriate reconciliation procedures, for deposit accounts, cash and investments, including endowed funds.
Manages the preparation, coordination and consolidation of CHS departments annual budgets and monitors the status of budget allocations
Manages the preparation of quarterly reports to manage department accounts; establishes controls to maintain budget limitations and to ensure compliance with regulations; audits and approves business transactions; coordinates and assists in planning major purchases
Utilizes software in the creation, display and reproduction of charts, graphs and budget models relative to the operation of the organization.
Manages the preparation of financial statements and reports for accrediting bodies.
Responsible for oversight, training and functional supervision of non-academic staff in preparation of budget related activity for CHS at the unit level (PT, PHHS, OT, etc.)
Act as liaison between Financial Services and CHS departments to coordinate handling and management of financial activity as needed.
Collaborate with CHS Grants Manager regarding research budgets and expenditures.
Collaborate with the CHS Human Resources Manager regarding salary/benefit impact on unit budgets.
Meets regularly with CHS Directors/academic leadership teams.
Develop and implement administrative policies and procedures, initiating improvements as needed.
Represents CHS in various university settings and committees.
Human Resources Administration
Functionally supervise department support staff (PTD, PHHS, OT, etc.) in financial processes and provide performance feedback to office managers and/or Directors.
Collaborate with non-academic & academic staff for CHS renovation and capital equipment (departments collaborate with CHS Financial Manager where appropriate).
Bachelor degree in business, finance or related field
5-7 years progressive experience in business and finance management
A record of specialization in budget strategic planning and preparation and financial forecasting
Proficient in Microsoft Access, Excel, Word, Outlook; M-Pathways Financial and Physical Resources and Business Objects modules
Experience creating detailed work processes and training/leading staff through processes
Demonstrated ability to work independently and with a team in a fast paced environment and make decisions that impact the entire organization
Demonstrated ability to work under pressure of deadlines and competing priorities; complete tasks in a timely manner and adaptive to a changing environment
Demonstrated strong organization and planning skills
Excellent oral and written communication skills
Demonstrated ability to maintain confidentiality
Demonstrated problem solving skills
Strong knowledge of UM-Flint policies and procedures
Understanding of the principles of grant post award and Human Resource administration
5-7 years progressive experience in higher education business and finance management
Prior supervisory experience
We could fill this position with a Business Administrator Intermediate based upon skills and qualifications of candidates.
