Jackson Public Schools (JPS) is seeking an Assistant Superintendent of Finance and Operations with a collaborative management style and demonstrated success in K-12 finance and budgeting. JPS educates roughly 5000 students in 14 school buildings, has an operating budget of $55M with 5 collective bargaining units, and is the 5th largest employer in Jackson County. To be successful in this environment, the Assistant Superintendent role requires a natural relationship builder; someone who promotes harmonious interactions with JPS personnel, students, families, board members, vendors and the community at large. As one of the public faces of Jackson Public Schools, the Assistant Superintendent must be a talented communicator with a knowledge base that spans K-12 school law, financing and operations. Construction and prior bond experience will also be helpful as JPS continues to make facility improvements funded through a $90M bond.
This position has a start date of September 1, 2020. Under the direction of the Superintendent, the Assistant Superintendent of Finance and Operations provides leadership for all financial affairs of the District, including the development and maintenance of the annual budget, and maximizes resources for instructional programs to the greatest extent possible. Specific duties include:
Oversee the business operations of the District, including: Purchasing/Warehouse, Accounting, including State/Federal Programs, Payroll, Pupil Accounting, Elections Office, Food Service, Maintenance Operations, Transportation.
Directly manages operations and finance staff.
Responsible for all facility planning and real estate transactions, including purchase, sale or lease of school properties.
Forecast, prepare, amend and monitor all District budgets using a zero-based budgeting approach.
Prepare financial reports, determine accounting policies and practices and maintain accounting records.
Ensure that accounting policies and practices are in compliance with the general school laws of Michigan and generally accepted accounting principles (GAAP).
Monitor and implement any changes in legislation, GASB, or state guidelines affecting school finance.
Review, evaluate and maintain District insurance programs.
Coordinate the annual audit of the District’s financial statements and federal awards.
Participate in the collective bargaining process for all employee groups in the District.
Track and account for state aid, tax collection and millages for the District.
Responsible for cash management, investing excess funds and the borrowing needs of the District.
Invest bond proceeds in accordance with state rules and guidelines.
Place advertisements for construction bids in accordance with state requirements.
Present and recommend construction contracts.
Monitor construction progress in accordance with the District’s bond plan by attending progress meetings, reviewing with architect and construction manager, and walking the construction sites.
Review and approve construction changes orders in accordance with District guidelines.
Review and approve construction vendor payments.
Qualified candidates will have a Bachelor’s degree in Accounting or Finance and a Chief Business Official certification issued by the State of Michigan. A Certified Public Accounting license is preferred. This position requires a minimum ten (10) years of progressive experience in budgeting, purchasing, accounting, data processing; with at least five (5) of these years in leadership role with staff management responsibilities. This is a high-level position requiring strong leadership, communication and interpersonal skills.
