Essential Functions: JOB PURPOSEManages the treasury unit with responsibilities for cash and treasury operations including liquidity management, short term borrowing and investments, and debt administration and issuance. Monitors treasury contractual compliance, including debt and PCI compliance. Assesses products, services, technologies and systems that are available and appropriate for Treasury related activities. ESSENTIAL FUNCTIONSOversee cash functions, including cash balancing, positioning, reporting and forecasting, short term investing and borrowing, ACH and wire payments, fraud prevention, FX transaction processing, bank account set up and maintenance and bank relationship management. Recommend and implement improvements to current cash management processes. Assist in managing and maintaining University banking infrastructure, including bank, custody, line of credit and brokerage relationships, and selection or termination. Ensure compliance with internal controls, policies and procedures in day to day conduct and supervision of cash management activities.Provide operational oversight to the University's Outsourced Chief Investment Officer (OCIO) firm. Conduct investing, portfolio monitoring and short-term borrowing activities. Perform cash flow analysis to determine appropriate amount of liquidity to meet the University's daily operating needs while maintaining the optimal amount of invested balances to earn incremental income for the budget. Responsible for the determination of drawing on and payment of lines of credit that are utilized for cyclical needs.Support debt administration, including rating agency and bond disclosure (EMMA requirements), and activities surrounding new debt issuance. Monitor and maintain debt service requirements, which would be considered a default event if not maintained. Support financing negotiations and capital strategy formulation.Prepare monthly, quarterly and annual cash, investment and debt journal entries, reports, statements and reconciliations. Reconcile investment manager and bank custody account statements. Record financial transactions into the University's accounting system.Assist in preparing and maintaining related annual budgets and forecasts and management reporting for related activities. Ensure adherence to PCI standards for all merchant accounts annually. Responsible for peak load requirements at the University's fiscal year-end and during periods when debt is being issued.Manage the Treasury Services unit, which includes the direct supervision of a Senior Treasury Analyst.Perform other related duties as assigned.KNOWLEDGE, SKILLS AND ABILITIESMust possess strong knowledge of all payments and collection processes, including mobile, remote and digital processes. Strong analytical, financial analysis, organization, leadership, trouble shooting, verbal and written skills. Knowledge and proficiency of Microsoft Office, including Excel, Word and PowerPoint required. Experience with complex fund accounting automated accounting systems preferred. Experience developing ad hoc reports and implementing reports preferred.
Qualifications: MINIMUM QUALIFICATIONSEducation Bachelor's degreeBachelor's degree in accounting or finance or related field from an accredited college or university is required.Accounting education through intermediate level is preferred.Certified Treasury Professional (CTP), preferred.EXPIERIENCESpecialist (minimum 5 years of job-related experience)At least 3 years of relevant treasury experience required. Greater consideration may be given to candidates with CTP, or progress in studying/testing for this certification may substitute a portion of years.Experience in the higher education, government or non-profit sector preferred.At least 2 years supervisory experience, preferred or demonstrated ability to direct other's activities.Experience with investment portfolio management and municipal bond administration and issuance, preferred.
