This position functions as the manager of the Payroll Processing, Operations, and Development Section of the Payroll and Tax Reporting Division within the Office of Financial Management. The position is essential in providing oversight and guidance to ensure employees are paid on time and accurately. Principal functions of the section include responsibility for the operational and development aspects of the statewide payroll system (HRMN).
The Payroll Processing, Operations, and Development Manager is one of the key leadership positions in the Payroll and Tax Reporting Division (PTRD), and has regular, direct contact with the PTRD director. The critical responsibilities of this position include:
Ensuring timely completion of production and integrated test payroll calculation and batch processes.
Providing oversight and review of payroll calculation analysis and error remediation.
Providing oversight and review to ensure accurate HRMN payroll configurations, including application of payroll related regulation, rules, and bargaining changes.
Defining testing requirements and timelines for standard payroll integrated testing and periodic critical patch/system upgrade testing.
Coordinating HRMN testing and production activities and updates with the Michigan Civil Service Commission, HRMN technical resources and other State agencies.
Work with existing and new external vendors to coordinate testing and implementation of interfaces to/from HRMN.
The position is responsible for the direct supervision of 4 positions.
Education Possession of a bachelor's degree in any major (accounting preferred).
Experience Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.
