Manager of Budgeting and Finance
Reporting to the Associate Dean for Strategic Initiatives and Operations, the Manager of Finances, Budgeting and Fiscal Reporting collaborates with the college leadership, faculty, and staff to (1) identify and regularly report current revenues and expenses and predicted finances; (2) find opportunities to increase revenues and decrease expenses; (3) collaborates with the administrative team, faculty and staff to align strategic goals with the college's financial capabilities; (4) create financial models that promote and facilitate decision making by the administrative team; and (5) identify strategic financial goals, with pathways to achieving those goals, regular reporting on progress and recommendations to achieve those goals. Recommends and reviews reports for executive level decision making. Plans, directs, and manages the college’s budgeting process; oversees the administration of the operating budgets in alignment with the strategic direction of the Dean. Educates leaders, faculty, and staff about the different financial aspects of academic work and clinical work.
Duties include, but are not limited to:
Works with the Dean, Associate and Assistant Deans and other administrative team members to align the college’s finances with strategic academic and clinical goals.
Participates in the clinical budgeting processes.
Analyzes and provides recommendations regarding college level contractual agreements (non-clinical).
Completes financial modeling to support critical decision making by the dean and the college administrative team.
Resource to the Dean, Associate and Assistant Deans, and other college administrative team members to develop, implement and interpret University, State and Federal policies.
Acts as a resource for university fiscal policies.
Develops college level financial policies/procedures, goals and reporting.
Collaborates regarding the college’s practice initiatives.
Oversees development of unit budgets and regular reporting within the college.
Maintains long range financial planning tools using budgets, commitments and reasonable assumptions for future forecasting.
Seeks opportunities to derive operational efficiencies by utilizing college resources more effectively.
Oversees maintenance of college financial commitments.
Identifies and communicates areas of financial planning risk.
Supports fiscal accountability by working collaboratively with internal and external auditors.
Oversees college contract management.
Identifies areas to strengthen the college’s financial position and minimize financial exposure.
Resolves multifaceted issues/problems in partnership with College administrators/faculty/staff, other University departments and units, external agencies/partners, and stakeholders. Effects measurable solutions that embrace the academic, research and clinical missions of the College.
Collaborates with the Deans and administrative team to produce a composite financial view of the College.
Evaluate financial performance vs. budgeted performance and provide periodic reports to college leadership regularly.
Provides reports regarding the financial wellbeing of the college and its programs regularly throughout the academic year to the college community.
Collaborates with a variety of MSU Units/Departments, health care partners and Colleges to realize effective partnerships. Leads development of effective liaisons between the college and other University departments/units.
Unit Specific Education/Experience/Skills
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience.
Master’s degree in business, accounting, finances, or related field preferred.
Progressive leadership experiences.
Knowledge of the principles and practices of the University’s budgeting, financial analysis, and business affairs in academic, clinical and research settings.
Understanding of the principles, practices, methods and techniques of strategic planning, forecasting, budgeting, and critical thinking in the analysis/assessment of projects and initiatives in academic, clinical, and research settings.
Excellent organization skills and familiarity with modelling tools.
Ability to interpret statistical data accurately and reliably for identification of trends, issues and/or opportunities and prepare technical reports or presentations.
Competency managing complex projects with multiple stakeholders and priorities, and tight deadlines.
Competency managing process improvement and change management projects.
Developed conflict resolution skills and the ability to handle sensitive and confidential information.
Experience in policy creation, policy implementation, and business process mapping and design.
Demonstrated skill in utilizing effective written and verbal communication and listening skills.
