Job Summary:
Reporting to CFO, position develops plans, goals and objectives for Finance and Purchasing & Risk Management departments to achieve College goals and directives established by CFO. As a member of CFOs Finance Cabinet, position participates in a range of strategic and tactical planning and internal initiatives. Works closely with all members of Presidents Cabinet on a variety of issues. Responsible for oversight of all financial systems and related reporting, and for internal controls. Direct responsibility for Finance and Purchasing & Risk Management departments and operations and indirectly for payroll, accounts payable, non-student billing and receivables, auxiliary accounting, taxation, and grant accounting.
Essential Functions:
1. Leadership - Leads and supervises Director of Finance and Manager of Purchasing & Risk Management. Ensures effective daily operations. Develops long-range operational and organizational goals aligned with college priorities.
2. Accounting, Reporting, Audit - Ensures timely and accurate financial reporting in accordance with applicable standards (GAAP, GASB, FASB, MUFR, etc.) Serves as subject matter expert in accounting and reporting requirements and practices. Ensures a clean annual audit.
3. Analysis - Compares financial results to budgets and benchmarks; identifies and communicates issues, trends, and opportunities. Collaboratively formulates corrective action plans, as necessary.
4. Budget Process - Actively participates in development of annual budget in collaboration with CFO and Finance Director.
5. Compliance - Ensures required financial reporting is timely and accurate (e.g., tax returns, IPEDS, HLC, MPDI, debt continuing disclosures and qualifying statements, DOE Title IV, etc.)
6. Cash, Capital Planning - Directly assists CFO with managing liquidity, working capital, banking relationships, debt issuances, investments, financial reserves, and short- and long-term capital planning efforts.
7. Policies & Controls - Creates and implements relevant policies, procedures, and internal controls (application controls, monitoring controls, etc.)
8. Systems, Technologies - Leads/supports improvements to systems, technology tools, and automation efforts to increase transparency, efficiency, accountability, and accuracy.
9. Special Projects, Strategic Initiatives - Leads or contributes to college-wide strategic initiatives and special projects, including feasibility studies, cost-benefit analysis, and resource planning.
10. Institutional Historian - Ensures that complete, accurate, and well-organized files are maintained and easy to quickly access. Ensure important decisions in assigned areas are documented and maintained.
11. Serve in CFOs Absence - Acts CFOs delegate during absences or as assigned, assuming responsibility for decision-making, approvals, and leadership representation as appropriate.

Job Specifications:
Bachelors degree in accounting required; Masters in accounting or related field preferred.
Certified Public Accountant (CPA) licensure or in-progress CPA licensure preferred.
At least 5 years experience in performing accounting and in managing personnel required.
Public accounting experience highly preferred.
Experience in higher education is desired.
Demonstrated expertise in fiscal management, analysis, and accounting standards required. Experience with GAAP and FASB required; experience with GASB, OMB Circulars A-133, A-110, and A-122 desired.
Experience with auditors, regulatory compliance, and budget development required.
Must be highly technologically savvy, with data management and manipulation expertise. Must have working knowledge of an ERP system; Banner ERP preferred.
Required soft skills include collaborative decision making, empowering others to make decisions, remaining calm under pressure, and communicating complicated concepts and data effectively, including presentations to senior leadership.

Grade: Salary Range: $89,731 - $116,771
