Department of Finance programs include Controller operations (AP, AR, Timekeeping & Payroll, General & Grants Accounting); Fiscal Management (debt management, investing, cash management, and revenue and economic forecasting); Treasury (tax billing and collection, and cashiering); and Risk Management (self- and commercial insurance, claims administration, and safety). These programs, including department-wide experts in information technology, human resources, contracting and budgeting, are managed by a team of professionals with a depth of government experience, and with industry expertise developed while working for Fortune 500 companies, bond rating agencies, investment banking, insurance, public accounting, and financial and systems consulting.
WHO WE ARE LOOKING FOR The Montgomery County Department of Finance (Finance), Division of Risk Management, is seeking an Occupational Safety and Health Specialist. The Division of Risk Management, Safety Section, is responsible for establishing an Occupational Safety and Health program and ensuring compliance with Federal Occupational Safety and Health Standards (OSHA) and Maryland Occupational Safety and Health (MOSH) workplace safety requirements. The primary duties of the Occupational Safety and Health Specialist include fostering a positive safety and health culture at the workplace while working with departments to prioritize safety across all County operations. Routine tasks involve collaborating with departments to identify program and facility deficiencies and developing action plans to ensure compliance. Additionally, the Occupational Safety and Health Specialist works to implement Occupational Safety and Health programs, identify hazards, conduct worksite assessments, and assist departments in eliminating and reducing safety and health issues. Other responsibilities include helping departments develop, implement, and improve safety strategies, management systems, and processes to ensure that every County work operation maintains the highest safety and health standards.
What You'll Be Doing
This work directly influences the quality of the Occupational Safety and Health services provided to County employees and volunteers in all departments and agencies by reducing or eliminating exposure to unsafe conditions and the risk of injuries and illnesses. It is carried out both in the field and in an office environment. The incumbent must visit various worksites weekly to collaborate with departments in establishing and enforcing standards, providing training and education, and assisting in designing, implementing, controlling, and evaluating the provisions of the County’s Occupational Safety and Health Program.
This position requires the ability to work at locations outside the office, including, but not limited to, Maintenance and Body Shops, Transit Depots, Waste Transfer Stations, Recycling Centers, Incinerator facilities, Fire Stations, Public Safety Training Academies, Pools, and other areas that may require PPE and/or involve physical activities.
Minimum Qualifications
Experience: Three (3) years of professional experience in Occupational Safety and Health, General Industry Safety, or Construction Safety (or related).
Education: Bachelor’s degree from an accredited college or university.
Equivalency: An equivalent combination of education and experience may be substituted
A criminal background and credit history check will be performed on the chosen candidate before appointment and will play an important role in the hiring decision.
Preferred Criteria, Interview Preferences
Applications from individuals meeting the minimum qualifications will be reviewed to assess the extent and relevance of their training and experience in the following areas:
1. Experience in administering and enforcing applicable Federal OSHA and Maryland OSHA (MOSH) workplace safety and health requirements.
2. Experience in developing and executing formal, effective safety and health programs, including implementing processes, procedures, and technologies to reduce or eliminate workplace hazards.
3. Experience in identifying hazardous or potentially hazardous conditions, implementing measures to eliminate or control these conditions, and communicating appropriate measures to mitigate these problems.
4. Experience creating and delivering safety and health training through online courses, classroom lectures, PowerPoint presentations, worksite safety talks, etc.
5. Experience in compiling and analyzing accident statistics and preparing charts, tables, and written reports for management and department review.
6. Experience using applications and systems that track, monitor, and evaluate the effectiveness of Safety and Health programs.
